Report on Freedom of Information Bill tabled
Our Bureau
NEW DELHI, July 25
THE Parliamentary Standing Committee on Home Affairs today placed its report on the Freedom of Information Bill 2000 in both Houses of Parliament.
The Bill seeks to provide freedom to every citizen to secure access to information under the control of public authorities in order to promote openness, transparency and accountability in administration and related matters.
The committee has suggested that the Bill provide for delegation of the authority of the Public Information Officer and that responsibility of adherence to the provisions be vested with the head of each public authority.
The committee said the Bill must provide for compulsory and mandatory information that relates to health, safety, environment and human rights. The Bill should clearly state that where information is sought regarding the life and liberty of a person, the
same should be provided within 24-48 hours.
Also, rules made by the Supreme Court and the High Courts should be placed before each House of Parliament.
