Telecom officials in BSNL, MTNL — SC to hear DoT petition today

THE Supreme Court would hear on Friday a petition by the Department of Telecom pertaining to implementation of a `contingency plan' to ensure smooth telecom services in the wake of October 15 deadline for Group A telecom officials to continue in MTNL and BSNL, according to a statement by Indian Telecom Service Association (ITSA).

"The Government has moved the Supreme Court to get stays vacated on the cases filed by ITS officers. ITSA, on its part, has filed a caveat and the case is likely to come up for hearing before a vacation Bench tomorrow," ITSA President, Mr S.S. Sirohi, said.

ITSA claimed that 16 out of the 2,200 serving ITS officers had opted for BSNL and MTNL till date, thus vindicating the association's stand that the offered terms and conditions by DoT were "inferior" to existing service terms and conditions.

"ITSA representatives met the Communications and IT Minister, Mr Dayanidhi Maran, and presented their perspective on the absorption process and also a path to make it a success. The Minister was very kind and receptive but expressed his inability to revisit the demands now as the deadline set by Cabinet is already over, thereby closing the absorption process," Mr Sirohi added. ITSA's demands pertain to pension and security issues, rationalisation of pay scales, and reservation for ITS officers and ITS absorbees for the post of director and CMD in MTNL and BSNL. It has also demanded that those opting for Government services should be kept on deemed deputation as per the existing service conditions, he said.

The issue of absorption of over 2,200 technical officers has been hanging fire for over a year. At the time of formation of BSNL on October 1, 2000, the Cabinet had permitted deemed deputation for Group A officers for five years. The date was set to expire on September 30, 2005 but was later extended to October 15. DoT has offered terms and conditions for absorption in BSNL and MTNL with option to remain in Government service.
