Human Resources Kerala: Directive on redeployment of staff Vinson Kurian
THIRUVANANTHAPURAM, May 23 PUBLIC works and water resources department employees, who are being redeployed to various local bodies as part of the decentralisation programme, have been asked to report directly before the presiding officer/ authority of the local body specifically mentioned in their relieving orders. A spokesman said here that those redeployed employees, who may have chosen to present themselves before any other unauthorised officer or any other institution under that particular local body for purposes of reporting for duty, should immediately report to the presiding officer assigned specifically for the job. If, in case, the employee who is being redeployed becomes eligible for a promotion, the relieving process should not be resorted to except with the express approval from either the Government, the Director-Panchayats, or the Chief Engineer (Local Self-Government). The redeployed employees should not be allowed to join duty without written orders to the effect from the Department of Local Affairs. In case appointments have already taken place to the contrary, the concerned employees should immediately be sent back to where he has been working before. It is the responsibility of the concerned local self-government institution to provide the requisite office accommodation to the redeployed employee. If such facility is not available, buildings may be taken on rent, and requisite furniture and stationery made available. Assistant Executive Engineers and Assistant Engineers, along with their sub staff, who have been asked to report to join local bodies, should be provided with separate attendance registers, which they would have to sign on a regular basis. Other redeployed officials should sign in the registers maintained at their respective offices.
