Third census of SSI sector under way in AP

HYDERABAD, Oct. 17

HOW are industrial units in the tiny and small sectors doing? Are the numbers growing? Is sickness on the rise as perceived by an increasing number of people? These are some of the questions to which answers would soon be available as far as the small-scale industry (SSI) sector in Andhra Pradesh is concerned.

The third census of the SSI sector now under way is expected to be completed by March, according to Mr G.M. Ambhore, Director of the Small Industries Services Institute (SISI).

For the first time, the third decennial survey is also taking a count of unregistered units. Similarly, service sectors and sickness in SSI would be examined and listed more closely in the present exercise, Mr Ambhore told Business Line.

SISI, an institute under the Union Ministry of SSI, has trained enumerators in 15 districts to carry out surveys. They will do a headcount of registered units and as many unregistered ones as possible and gather data to ascertain the financial health status. The State Commissioner of Industries was co-ordinating this effort, he said.

The SSI sector unit, by the current definition, is one with an investment in plant and machinery which is less than Rs 1 crore. Andhra Pradesh ranks ninth in the country as far as numbers are concerned with a growth chart showing a figure of 6,195 in 1956 to 1,40,439 as on March 31, 2002.

Registration of SSI units is currently optional, except in cases where the unit is a potential polluting type. It becomes necessary to register, if the entrepreneur seeks land, subsidies or loans from the Government or financial institutions. For example, to achieve ISO 9000 standards, the Centre offers a subsidy of Rs 75,000. Interestingly, more than 100 units from the State have availed themselves of this subsidy, he said.

The survey also plans to identify several sectors which are good for the State and also the potential in different districts to encourage different industries. The last such census survey was done during 1989-90.
