Pharmaceuticals Three panels mooted for welfare of lab animals Our Bureau
NEW DELHI, June 12 AGAINST the backdrop of the contentious debate on the status of laboratory animals between the pharma industry, the Union Health Ministry and the Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA), three new committees have been formed on the issue. As part of the recommendations arising out of a day-long conference in the Capital on the state of animal houses three committees were proposed for the better treatment of animals in laboratories, according to a Government release. A committee has already been constituted on `Alternatives and harmonisation with global guidelines on animal houses'. Comprising scientists and researchers, it would evolve a strategy and delineate tasks and sub-tasks for animal-based research to move in the direction of the three Rs replacement, reduction and refinement. Further, it would review existing norms of testing, recognised by the Indian pharmacopoeia, British Pharmacopoeia, OECD guidelines and WHO directives on an ongoing basis and keep CPCSEA apprised on a quarterly basis. Another committee would be constituted on the `Norms for rehabilitation of animals used in experiments within three months'. And, the third committee would be constituted on the `Accreditation of laboratories' to look into the issue of grading laboratories on the basis of the norms agreed upon by the labs to the committee. Further, it was decided that all laboratories having animal facilities would identify areas of deficiency and submit action plans/milestones set against specific time-frames for remedial action. They would be required to separate capital-intensive measures from the capital neutral measures and take up the latter in the short-run. Also an assessment would be made of the funds required, besides the manpower and equipment required. This information would be submitted to the CPCSEA secretariat within three months, for its approval, the note said.
