APERC signs up for second phase reforms

The second phase envisages introduction of a multi-year tariff and reduction of power losses.

Hyderabad , Dec. 14

The Andhra Pradesh Electricity Regulatory Commission (APERC) has decided to usher in second phase of power sector reforms in the State in partnership with Pennsylvania Public Utility Commission of USA (PPUC) for providing better service to consumers and to ensure proper supply of quality power to all sectors.

A memorandum of understanding was signed here on Thursday by the Chairman of APERC, Mr K. Swaminathan and Chairman of the Pennsylvania Public Utility Commission (PPUC), Mr Wendell F. Holland, in the presence of the Chief Minister, Dr Y.S. Rajasekhara Reddy.

The second phase of reforms will be infused into the power sector in the State in collaboration with USAID and PPUC. The State has completed the first phase of reforms that covered the unbundling of the power utility of APSEB into AP Transco, Discoms and AP Genco. In a statement from the Chief Minister's Office, Mr Swaminathan said, "The MoU will be valid for five years and is aimed at taking forward the reform process in the State.

The second phase of reforms envisages introduction of a multi-year tariff, further reduction of power losses due to transmission and distribution and bringing the power utility closer to the stakeholders (consumers)."

Best practices that relate to consumer handling, controls within the regulatory framework that could evolve new strategies to meet consumers and industry needs would be absorbed and put into practice in the State.
