Failure of technocrats

This is with reference to "Technocrats have let down agriculture" (Business Line, November 3): The questions raised about the welfare of farmers are thought provoking. Are commodities exchanges, such as MCX and NCDEX, not playing a part in helping farmers in distress? Agro-products can be bought and sold on these exchanges, but it does not benefit small farmers.
