A security risk?

Is avian flu, or bird flu as it is popularly known, a security risk? It could be if one were to go by some official documents. A joint action plan implementation report, released in Brussels after the recent India-European Union summit in Helsinki, refers to a number of issues the two sides discussed in the run-up to the summit.

One of the points in the report is: "Both sides exchanged experience, both as the technical level and within the India-EU Security Dialogue, on tackling avian flu." So, avian flu is part of the Security Dialogue which includes such issues as global and regional security, disarmament and non-proliferation.
