Delay in assuring crude supply is delaying finalisation of capacity augmentation project and IPO of Numaligarh Refinery Ltd (NRL). NRL had proposed expansion of capacities from 3 million tonnes to 4.5 mt.

Though the Union Ministry of Petroleum and Natural Gas had formed a committee in June to explore means (other than supplies from ONGC and OIL) to ensure adequate crude linkage to NRL and Bongaigoan Refineries and Petrochemicals Ltd (BRPL), there had not been much progress on the issue so far.

Since there were no credible assurance from ONGC and OIL to augment supplies, the Ministry was exploring the import option to ensure the supplies.
