Siema seeks subsidy for testing labs

The Southern India Engineering Manufacturers' Association (SIEMA), Coimbatore has sought from the Centre sanction of subsidy to the small and tiny pumps manufacturing units for establishing testing facilities to meet BIS norms.

In a representation to Mr Mahavir Prasad, Minister of Small Scale Industries and Agro and Rural Industries, the SIEMA President, Mr C.R. Swaminathan, said that according to the latest Budget proposals, the concessional rates of duty would be restricted only to the SSI pumps manufacturers whose products conform to BIS specifications (ISI norms).

He said that there were more than 500 units manufacturing pump sets in Coimbatore region and the products of many of them, including those in the small and tiny sectors, conformed to ISI norms.

However, to get the BIS certification the manufacturers would have to establish testing facilities requiring an investment of Rs 2-3 lakh. Many of the small and tiny units would need financial help for this purpose.

ISO certification

Mr Swaminathan also said that the Central Government sanctioned subsidy to the SSI units for obtaining ISO certification and this was monitored by the District Industries Centre.

Similarly, he said, the Centre should provide subsidy to the extent of Rs 1 lakh or 50 per cent of the expenses incurred by the units, whichever is higher, for establishing testing facilities to get BIS certification.

He was confident that this would bring in more manufacturing units under the quality circle and increase excise revenue.
