Wearing of helmets by two-wheeler riders remains an exception rather than the rule even though approximately 34 per cent of road accidents reported last year involved two-wheelers. Reasons cited for avoiding helmets are lack of air circulation, headaches, irritation and lack of enforcement by the authorities.
