Water Conservation council for small-scale water bodies Our Bureau
Hyderabad , Dec. 25 ANDHRA PRADESH is among the southern States identified by the Union Ministry of Water Resources for experiencing rapid degradation in small-scale water resources. There has been a steady decline in small-scale water resources and agriculture dependent on tank systems; these traditional sources are on the verge of becoming extinct. The Union Ministry and the Planning Commission have highlighted the urgent need to restore these small-scale irrigation systems. Consequently, the Finance Ministry recently announced Rs 300 crore for tank rehabilitation in five States, including AP. The situation is also grim in Karnataka and Tamil Nadu. While the southern States have made efforts to modernise tanks, the progress has not been very encouraging. Stating this, a a group of expert-activists has launched its own efforts to propagate the conservation strategy in Andhra Pradesh. Calling themselves the Conservation Council for Small-Scale Water Bodies, the group plans to work as a neutral body and interact with policy makers, planners, administrators and bureaucrats in the effective implementation of the tank rehabilitation programme. At a recent meeting of the council in city, participants, including farmers, Government officials and experts, discussed the guidelines under the `National project for repair, renovation and restoration of water bodies which are directly linked to agriculture', of the Ministry of Water Resources. The meeting suggested strong action in evicting encroachments in water bodies, execution of proper agreements between the tank associations and gram panchayats on usage, creation of a fund and scientific rehabilitation of a chain of tanks, a note from the council said.
