Economy `Change seen in livelihood patterns in rural areas' Our Bureau
Hyderabad , Nov. 10 THERE has been a significant change in the livelihood patterns in the rural areas of the country. The main source of livelihood of over 33 per cent of the rural households is not agriculture, according to Mr Pratyush Sinha, Secretary Rural Development. Addressing the NIRD (National Institute of Rural Development) Foundation Day seminar here on Wednesday, he said this meant something quite important for the future of the country. "As this ratio increases, the cyclical nature of Indian agriculture may have lesser impact on rural incomes and consumption than before," he said. The share of expenditure on food items was going down in rural areas. "In 1993-94, food accounted for 65 per cent of average rural per capital natural expenditure. By 1999-2000, it had come down to 62 per cent," he said A drop of three percentage points in six years was quite substantive. "It is not because of any fall in the real expenditure on food. In fact, there has been a sharp rise in the per capita real spending on non-food items," he said. Delivering the Foundation Day lecture, Mr L.C. Jain, former Planning Commission Member, felt that there were shortcomings in the National Rural Employment Guarantee Act. Mr Jain criticised the provision allowing the officials to take a final decision on allocation of funds and grounding of works. Prof. Abhijit Sen, a Planning Commission Member, said the Employment Guarantee and Right to Information Act would empower the institutions at the grassroots level.
