Shipping Airports, ports to get risk management module Our Bureau
New Delhi , Sept. 23 THE Finance Ministry plans to put in place by middle of next year a risk management module in all major ports and airports to expand the flow of imports through the green channel. "The main purpose behind the proposed risk management system is to increase the flow of imports coming through the green channel from the current level of 25 per cent to about 80 per cent", Mr K.M. Chandrasekhar, Revenue Secretary, said at a conference on `International Trade: New Rules, Newer Opportunities' organised by the Confederation of Indian Industry (CII). For the proposed system, an accredited client programme was being developed. "Currently, the green channel facility is only available to large importers. We want even small and medium-sized importers to take the benefit of the green channel route," Mr Chandrasekhar told reporters on the sidelines of the conference. He said pilot projects for the introduction of the risk-management system had already commenced at the Nava Sheva port and Sahar airport. "We have also requested all ports to set apart a separate area for the green channel. Our intention is to take up post-audits at the factories at a later stage," he said.Further, the Finance Ministry was in close touch with the Shipping and the Commerce Ministries, besides the Planning Commission, to identify the future areas of changes. "The entire effort is to simplify the movement of goods and to see that the customs department does not become a blockade for flow of goods. The various agencies, including the Ministry of Commerce, ports and the banking sector, have to work together to create an ambience of free trade," he said.
