CITU urges Centre to clear revival packages for BHPV, HSL

THE Centre of Indian Trade Unions has urged the Union Government to clear the revival packages for the public sector Bharat Heavy Plate and Vessels Ltd (BHPV) and the Hindusthan Shipyard Ltd (HSL) here and also to sanction the expansion scheme of the Rashtriya Ispat Nigam Ltd (the Vizag Steel Plant).

At a press meet here on Saturday, Mr M.K Pandhe, national president of the union affiliated to the CPI (M), said the policies of the present UPA Government were in many respects worse than those of the previous NDA Government.

He accused the Government of not honouring the common minimum programme and carrying on with disinvestment and privatisation of even profit-making PSUs. He cited the example of BHEL.

He said the UPA Government had come into power more than a year ago and still the revival packages for the BHPV and the HSL had not been cleared. "It seems the policy of the Government is to stifle the public sector units. According to the common minimum programme, the ailing but potentially profitable PSUs such as the BHPV should be revived. But the Government is not honouring the promise,'' he alleged.

Referring to the Visakhapatnam Steel Plant, he said the plant had turned around and there were reserves of Rs 4,000 crore.

"Still, the Chairman and Managing Director of the company or the board do not have the powers to use the funds for the expansion of the capacity. The Cabinet has to approve it and it is being delayed," he said.

On the contrary, he alleged the Government was rolling out the red carpet to the private sector and giving all sorts of incentives and concessions.

To oppose such policies of the Government, the CITU and other like-minded trade unions had given a call for general strike on September 29 and all sections of workers should support it, he said.
