`Bridging rural-urban divide crucial for growth'

UNITING people for the progress of the country and bridging the rural and urban divide could be achieved only by bringing in the concept of distributive justice as the central theme of all development polices, programmes and activities, the former Director General of the Council for Advancement of People's Action and Rural Technologies, Mr L.V. Saptharishi has said.

Delivering the first of a series of lectures titled `Uniting people for India's Progress' at Patna under the aegis of the Indian Institute of Management and Information Technology, Mr Saptharishi said that policies and instruments since the start of the 1990s tended to work against the interests of the poor and they have been left to fend for themselves under the umbrella of market forces.
