STRESSING on the need for good governance, the Prime Minister, Dr Manmohan Singh today called on Governments to function in an "efficient, effective and accountable manner."

Speaking at the Inter State Council meeting, the Prime Minister said Governments must have institutional structures capable of meeting the tests "of efficiency, effectiveness and accountability" while managing large programmes and schemes involving huge outlays. Only such institutional mechanisms can turn the outlays into desired outcomes, Dr Singh said.

The Prime Minister added that there was also a need to ensure that the police force and criminal justice systems were "responsive, sensitive, caring and humane."

The service delivery wings of Governments providing electricity, water, healthcare, education, municipal services etc. all have a high degree of public interface, he said. "Here too the principle of good governance can ensure that government-citizen interactions are pleasant and responsive," the Prime Minister said.
