Kelkar panel moots new body for defence buys

THE Kelkar Committee, set up by the Government to examine and recommend changes in the acquisition procedures and enabling a greater participation of private sector in defence production, submitted the first part of its report to the Defence Minister, Mr Pranab Mukherjee, here on Tuesday.

The report adopts a long-term approach to prepare a policy regime that would encourage the best firms in the country to enter in the field of defence production.

The recommendations made by the committee include preparation of a 15-year long-term plan forming the basis for acquisition programme and sharing of information regarding the requirements of the armed forces with the domestic industry.

The recommendations also suggests identification of entry points for the private sector in the acquisition process and accreditation and fostering of Raksha Udyog Ratna /Champion.

While suggesting to evolve a policy framework to promote participation of small and medium companies in defence production, the Kelkar report has also urged the Government to provide research and development opportunities both with the Defence Research and Development Organisation and industry.

It has also suggested the setting up a new professional agency for defence acquisition along with transparency in decision making and optimum utilisation of existing capacity.

The committee has also recommended to work out a model request for proposals to include an offset clause for contracts worth Rs 300 crore and above.

It has also recommended re-examination of the concept of having a negative list for defence exports and setting up of an export-marketing organisation for defence items.
