Mid-term review of dumping duty on Borax Decahydrate

THE Designated Authority in the Commerce Ministry has initiated mid-term review of anti-dumping duty imposed on imports of Borax Decahydrate (BDH) originating in or exported from Turkey.
In response to a petition filed by the producer ETI Holdings, Turkey and exporter Borochemie International Pte Ltd, Singapore, pleading for a mid-term review of the anti-dumping duty in force, the Authority has initiated investigations to review whether continued imposition of the duty on imports of BDH originating in or exported from Turkey is necessary to offset dumping, whether the injury would be likely to continue or recur if the duty were removed or varied or both.
According to the petitioner, the need for review of the anti-dumping duty on subject goods currently in force stems from three factors. First, c.i.f. (cost, insurance and freight) export price to India has increased and the landed value is higher than the reference price fixed. Second, the customs duty on BDH has been reduced from 30 to 20 per cent and third the normal value has come down significantly.
The Authority said the period of investigation for review would be from January 1, 2004 to December 31, 2004. However, injury analysis would cover the years from 2000-01 to end-December 2004.
