Orissa hires NISG for e-governance roadmap

THE Orissa Government has engaged the National Institute for Smart Governance (NISG), Hyderabad, to prepare an e-governance road map for the State.

Funding for the e-governance project is through funds from the UNDP and United Kingdom's Department For International Development (DFID). The exercise is expected to be completed within the next three months, according to Mr Vishal Deb, Director, Department of Information Technology, Orissa Government and Chief Executive of Orissa Computer Application Centre (OCAC).

Mr Dev told Business Line here that NISG has also been entrusted with the task of designing the IT architecture in the state. It was also responsible for preparing the blueprint for e-governance implementation in the State.

He said Orissa had identified e-governance as a priority area and was pursuing several initiatives that were aimed at taking e-governance to the masses. The State's IT initiatives were drawn from best practices that were followed in the arena of e-governance in other States. "We are leveraging upon case studies and focusing on the implementation mechanism for efficient and effective service delivery," he said.

According to him, the e-seva model of Andhra Pradesh would be implemented in Bhubaneswar and Cuttack in the next fiscal. Under the Gramsat initiative, all 314 Blocks in the State will be linked to district and State headquarters. This Web-enabled application will facilitate monitoring of all anti-poverty and rural development schemes that are implemented by the Panchayat Department.

He said the initiative by the State's IT Department had motivated several other State Government Departments to leverage on IT for operational efficiencies. On its part, OCAC has signed an MoU with Microsoft for developing MS Office Software in Oriya language. The work is likely to be completed within the current calendar year.

The State's Chief Secretary, Dr Subhas Pani, is stated to be taking keen interest in Orissa's IT drive.
