Privatisation leads to job loss: Experts

WITH liberalisation, globalisation and privatisation, there is a continuous rollback of the State and disinvestment of public enterprises leading to downsizing of both Government and public sector undertakings and thereby leading to job loss, according to experts who were generally divided on this hotly debated issue.
Instead of creation of new employment, there was a reduction in the number of existing jobs and the private sector recorded higher rate of growth with more jobs created particularly in the services sector.
At an interactive meeting organised on `Reservations for employment in private sector', by the Federation of Andhra Pradesh Chamber of Commerce and Industries (FAPCCI) and the Indian Institute of Public Administration (IIPA), the Chairman of IIPA, Mr M. Gopalakrishna, said that both in the Government PSUs and private sector downloading of jobs has become necessary to remain competitive. Citing the Singapore case, Mr Gopalakrishna said employees, Government and agencies set apart one per cent of their income or revenue generated to serve as a corpus that would help in re-skilling people. This is a good example of how to partner and help in skill upgradation. There is shortage of plumbers, carpenters and skilled people, but this is hardly addressed.
Giving a different perspective, the FAPCCI President, Mr O.P.Goenka, said reservations in private sector, unlike in competitive, sovereign body like Government, would dilute the quality of human resource and reduce flexibility and competitiveness in the context of new economy.
Dr Gautham Pingle of Administrative Staff College of India said any efforts to make reservations compulsory for the private sector would be detrimental to their growth.
