ACCUSING the Central Board of Direct Taxes (CBDT) of remaining insensitive to their long pending demands, the officers and employees of the Income-Tax department have proposed to stage a day-long dharna on January 6.

While the national leaders of the Joint Council of Action (JCA) of Income-Tax Employees Federation (ITEF) and Income-Tax Gazetted Officers Association (ITGOA) have planned to mark their protest by sitting in front of the CBDT Chaiperson's residence in New Delhi, the Federation members would sit in front of the Commissionerate across the country, Mr K.P. Raj Gopal, Zonal Secretary (South), ITEF, said here today.

The employees have, since December 1, 2004 resorted to a nationwide non-cooperation programme. In the first leg of the action plan, the JCA had appealed to its members to stop submission of all statistical reports such as collection report, assessment completion report, summary of assessment, pending appeals and cases disposed (which used to be filed on a daily/weekly/monthly, quarterly basis) except on Parliament matters.

"We even staged a walkout on December 14 to draw the attention of the Board and the Finance Ministry. But they seem insensitive to our demands, some of which have been pending for more than four years. Their lethargic attitude has compelled us to take such extreme step. If the issues remain unresolved even after this nationwide dharna on January 6, we are contemplating an all-India strike on February 24," Mr Raj Gopal said.

The demands, among others, include promotions and recruitment.

According to ITEF sources, promotion from the level of Income Tax Officer to the rank of Assistant Commissioner has been overdue since January 2003.
