Dumping duty on acrylic fibre imports from Belarus

THE Designated Authority in the Commerce Ministry has recommended imposition of definitive anti-dumping duty on imported acrylic fibre from Belarus.

In its final findings, notified recently, the authority has said acrylic fibre has been exported to India from the subject country below the normal value and as a result the domestic industry has suffered material injury due to dumping. Accordingly, it is proposed that definitive anti-dumping duty could be levied which would be the difference between the $1681.35 per tonne and the landed value of imports.

Forum of Acrylic Fibres Manufacturers filed the application seeking anti-dumping duty through participating members such as Indian Acrylics Ltd, Chandigarh, Consolidated Fibres and Chemicals Ltd, Kolkata and Pasupati Acrylon Ltd. Two other domestic producers viz., Indian Petrochemicals and Chemicals Ltd, Baroda, and Vardhaman Acrylics Ltd, Ludhiana, supported the petition.

In its analysis, the volume of dumped imports from subject country as a share in the total import of subject goods has increased significantly from 1.22 per cent during 2000-01 to 8.72 per cent during the period of investigation. There is also an increase in the volume of dumped imports in relation to the consumption of the subject goods in India as the share of dumped imports in demand has increased from 0.16 per cent during 2000-01 to 1.61 per cent during the period of investigation, while the share of the domestic industry in the domestic demand has dwindled to 64.89 per cent during the period of probe from 73.06 per cent during 1999-2000.
