Social Welfare `Modern management tool vital for public welfare ' Our Bureau
Kolkata , Dec. 12 THE Defence Minister, Mr Pranab Mukherjee, on Saturday presented a strong case for devising a mechanism whereby modern management techniques can be used to train people in public administration and those who serve public utilities with a view to ensuring efficient and appropriate delivery of public welfare schemes. Delivering the convocation address here at the Indian Institute of Social Welfare and Business Management the oldest management institute in the country Mr Mukherjee said the underlying objective of various Government schemes was social welfare and, as such, the return on investment on social security projects was not deemed to be the sole investment efficiency criteria. However, subject to welfare considerations, it would be imperative to ensure optimal utilisation of fiscal and manpower resources that are deployed in such projects. Mr Mukherjee complimented the institute for its continued endeavour to blend modern-day management practices with social welfare and said the institute was a fit case to be considered a "deemed university". In his address, Prof. Satya Sadhan Chakraborty, West Bengal's Minister for Higher Education, congratulated the institute for constantly improving the quality of its existing course offerings and adding new courses in tune with the demands of the market. Speaking on the occasion, the President of the Board of Governors of the Indian Institute of Social Welfare and Business Management, Dr Pratap Chandra Chunder, said consultancy programmes taken up by the institute has addressed issues in the areas of business management and social development.
