Mid-term review of dumping duty on acrylic fibre imports initiated

THE Designated Authority in the Commerce Ministry has initiated mid-term review of anti-dumping duty imposed on imports of acrylic fibre from the United Kingdom, Germany, Brazil and Bulgaria, as also on imports from Italy in two separate notifications.

In both cases, the International Rayon and Synthetic Fibres Committee (CIRFS) has made a request for review of anti-dumping duty imposed on import of subject goods due to changed circumstances with regard to injury. The request for review has been fully backed by the European Commission (EC).

The committee who took part in the original probe has pleaded for the review on the grounds that there is absence of price undercutting by imports from the European Union. In support of this contention, it has furnished details about CIF (cost, insurance and freight) price of European exporters, its landed value and Asian prices of subject goods.

An additional ground seeking the review is the situation of the Indian industry. It has been claimed by the applicant that the domestic industry suffers from serious inefficiency rather than injurious imports.

The Authority said that for both the initiation of mid-term review, the period of investigation would be from April 1, 2003 to March 31, 2004.
