Shipping Ministry finalises land policy for major ports P. Manoj
New Delhi , Aug. 12 THE Shipping Ministry will delegate full powers to the major port trusts for leasing out port land for up to 30 years at a reasonable price. For all fresh allotments, a tendering process will be followed for allotting land except in certain identified areas, where the port trusts could go in for allotment on a nomination basis, the draft maritime policy has revealed. Generally, allotment of land will be done on upfront premium basis. However, port trusts will also have the flexibility of allotting land on an annual lease rental basis under certain circumstances. Besides, port trusts will be allowed to dispense with the requirement of Minimum Guaranteed Throughput (MGT) in land allotment cases that were finalised in the past subject to fulfilment of certain conditions. Ports trusts will be allowed to renew lease in favour of sitting occupants, even though the original lessees are no more occupying the premises. A simple transparent system will be followed for renewal of leases. Ports will be allowed to sub-let/partially sub-let the lease premises subject to fulfilment of certain conditions. Further, change of use of leased land will also be permitted. But, port land will not be given for religious purposes/activities, says the policy paper.
