Bengal power board gets second rank in ICRA ratings

THE Investment Credit Rating Agency (ICRA) has given a ranking of 11 to the West Bengal State Electricity Board (WBSEB) for its performance in 2002-03 with the second highest position in commercial viability.

A WBSEB release said that the board has been ranked ahead of States such as Tamil Nadu and Maharashtra. The rating has improved from 35.88 in 2001-02 to 40.89 in 2002-03.

The WBSEB, which trails Goa on the commercial viability front, has been able to improve its commercial performance through improved cash collection and implementation of anti-theft measures. It has now been able to narrow the gap between average rate of revenue and average cost of supply.

However, the release said that the rating would have been better had the West Bengal Electricity Regulation Commission given its tariff revision awards on time and had there been some improvement of the plant load factor.

The ICRA report accorded improved rating to WBSEB for lower transmission and distribution losses. This, the release said had been possible with substantial metering and through energy audit.
