Letters Common minimum programme
Finally, the Government has announced the so-called common minimum programme to be implemented by the coalition. There is nothing revolutionary in the programmes and the earlier government in which many of the parties in the present coalition were also members gave similar statement on common minimum programmes. A single common minimum programme should avoid discussing matters which are not of relevance to the 300 million people of India who are below the poverty line. Without wasting more time in political bickering, all concerned with governance in the top echelons-politicians, administrators, police, etc-should concentrate on the bare minimum needs of the downtrodden. * * * The common minimum programme should not just become a list of wishes and finally list of misses. The CMP has balanced well very nicely. But in reality how much of this will be transformed into a core actions and where the success can be monitored. The proposal to levy cess on all central taxes is a retrograde step. The finance minister should not give such a scope in his budget. This government was voted to power by the middle class society, which had faced a tough time during last decade or so.
