SSI clearances, norms to be simplified in TN

THE Tamil Nadu Government proposes to simplify clearances and procedures for small-scale industries, and facilitate upgradation and modernisation of industries.

Announcing the proposals in the budget for 2004-05, the Finance Minister, Mr C. Ponnaiyan, said that in the simplified procedure, small-scale entrepreneurs would not have to go to multiple agencies for clearances.

The new procedure will be along the lines of that introduced for large industries, which submit a common application form, integrating 10 forms, for clearances. The Guidance Bureau processes the forms and multiple agencies clear them simultaneously.

The new system will be tried in two districts initially and then extended to cover all districts. Industries now have to fill in 53 registers and forms, and these are being rationalised.

Also in the pipeline is a policy for small-scale industries and an industrial infrastructure upgradation scheme for industrial clusters.

The Government will constitute working groups to modernise and upgrade manufacturing units. These measures are aimed at strengthening Tamil Nadu's position as a manufacturing hub, he said.

A technology development centre will be set up for small and medium enterprises in collaboration with the Confederation of Indian Industry. The Government has allocated Rs 75 lakh to establish this centre in public-private partnership.

An industrial infrastructure upgradation scheme covering industrial clusters will provide infrastructure and marketing links, he said.
