Bengal keen on availing aid from overseas institutions

Our Bureau

Kolkata, Sept. 22

THE cash-strapped State Government is keen on availing of plan assistance for its social sectors from overseas institutions, but will do so only on its own terms.

Stating this at the Secretariat , the West Bengal Industry Minister, Mr Nirupam Sen, said that talks were held with UK- based Department for Internationa Development (DFID) in this regard during the Minister's recent to visit to England.

"They told us that normally such plan assistance is given by DFID only through multilateral financial organisations". However, we said that since such organisations normally lay out certain conditions - we will negotiate the terms before accepting the package. It may be mentioned that Orissa and Andhra Pradesh are already receiving such assistance from DFID but through the designated bodies.

DFID has also been tapped for assistance in the second phase of the restructuring of the State undertakings proposed by the West Bengal Government. The Minister said that even as the pilot project (involving 10 units) was underway, the State Government had chalked out plans to launch the second phase of restructuring loss-making undertakings.

The Minister, who also witnessed the Thames festival, observed that there was a scope for implementing such urban renewal programme revolving around the Hooghly River too. The warehouses on the banks of the river could be transformed into commercial centres. He said that a counter festival was likely to be held here too and a team from the UK would be here in November to assess the possibilities in this regard.

This apart, talks were held with various individual companies too pertaining to the mining sector (CBM projects), bio-medical waste handling, ITES, and infrastructure projects.
