Pat for ISED programme on globalisation

THE Programme on Globalisation and Small and Medium Enterprises (PROG-SME), initiated by the Institute of Small Enterprises and Development (ISED) of Kochi, has received applause from the International Labour Organisation, Geneva, as an innovative programme addressing the various challenges arising out of globalisation.

PROG-SME is a programme evolved by the Instituteto elucidate the challenges and opportunities of globalisation, as it is directly related to the survival and growth of small and medium enterprises, a fax from the Institute has said.

There is a general perception among critics of globalisation that it will lead to the ruin of small industry; while its advocates say that globalisation can be a principal tool to eliminate world poverty. However, ISED believes that the ground reality is mixed. There should be a serious effort to relate the global experience with the reality facing the small industry at the micro level.

At the local level, it is imperative for innovation at all levels such as organisation, capacity building, project formulation, project appraisal methods, modelling of training interventions, methods of identifying potential entrepreneurs and adoption of imported concepts such as clusters etc into the local context.

Globalisation has extended into the competitive environment within which the small and medium enterprises have to increasingly operate, Dr P.M. Mathew, Director of ISED, pointed out. While the traditional markets for small enterprises have shrunk tremendously, the market opportunities in some other areas have expanded. It is important that these changes are quickly understood and corrective measures are undertaken without further delay, he said.

In order to bring home the changes occurring on account of globalisation, ISED is undertaking a series of workshops on `Globalisation and Post-Iraq Challenges of Small Industry'.
