CAS may face hurdles: Study

CHENNAI, May 11

WHILE a successful implementation of the conditional access systems (CAS) in the country could boost the entertainment economy in the long term, the economic and logistical realities make CAS implementation a non-starter, according to an independent research report by media research and publishing company Media Partners Asia on the introduction of CAS in India. Media Partners Asia Ltd is an independent research and publishing company based in Hong Kong with a focus on media and communication development in the Asia-Pacific region.

The company undertakes independent research into Government regulations and has already undertaken research into regulation in Korea and Taiwan cable markets.

The report provides an in-depth analysis of the current ground realities that will dictate CAS rollout and its impact on India's media and entertainment economy.

Mandatory CAS implementation will adversely impact consumer demand and weaken the fundamentals of the country's entertainment economy, the report said.

A test-bed CAS rollout in one city and a simultaneous push for alternative subscription-based television platform will provide greater insurance for consumers, operators and broadcaster, the report further recommends.

"Our research shows that CAS implementation, in its currently proposed form, will not achieve the Union Government's stated aims of driving affordability and choice for consumers and building an addressable cable TV industry," said Mr Vivek Couto, Executive Director, MPA.
