In defence of KelkarBy placing greater disposable income in the hands of the taxpayer, the Kelkar proposals have put him in the driver's seat on his savings and investment decisions. And the options today, are much wider with capital market reforms in debt and equity ma rkets. Any reform that puts the taxpayer back in charge, points out Asha Ram Sihag, cannot be dubbed anti-middle class. More INCOME TAX Kelkar report More woes for salaried, aged The Kelkar report's summary suggestion on scrapping standard deduction ignores the fact that salaried employees are the most tax-compliant; tax realisation from them is prompt and total, with the least cost. Other proposals hit the already-suffering senior citizens. The pressing need of the day, however broad-basing the taxpayer population is an aspect the report is strangely silent about.
