Kelkar's proposal

The Kelkar panel's direct tax proposals are a step in the right direction. If implemented, the salaried class will benefit greatly from them. Also, it will improve money circulation among all classes. But the idea mooted for abolishing the rebate offered under Section 88 should be reconsidered, as it is likely to affect the insurance firms and discourage prospective policyholders.
