Anti-dumping duty on acrylic fibre imports

The total imports of acrylic fibre into the country stood at 13,967 tonnes during 2000-01 mainly from South Korea, Thailand and the US . 4,195 tonnes of acrylic fibre was imported from the UK, Germany, Bulgaria and Brazil during 2000-01.

NEW DELHI, Oct. 11

IN a major relief for the domestic acrylic fibre manufacturers, the Finance Ministry has imposed definitive anti-dumping duty on all imports of acrylic fibre from the UK, Germany, Bulgaria and Brazil. A definitive anti-dumping duty usually lasts for five years, unless reviewed by the authorities during this period.

The Revenue Department has also continued the imposition of anti-dumping duty in force on imports of acrylic fibre from the US, South Korea and Thailand for a period of five years.

Acrylic fibre is a long chain of synthetic polymer comprising at least 90 per cent by weight of acrylonitrile units. It has a variety of applications in apparel, household and industrial areas. Acrylic fibre is an economic substitute for expensive wool.

The total imports of acrylic fibre into the country stood at 13,967 tonnes during 2000-01 mainly from South Korea, Thailand and the US . As much as 4,195 tonnes of acrylic fibre was imported from the UK, Germany, Bulgaria and Brazil during 2000-01. The total annual demand for acrylic fibre in India is about 1,12,307 tonnes.

The Forum of Acrylic Fibre Manufacturers (FAFM) had filed the petition seeking anti-dumping probe on acrylic fibre imports from the UK, Germany, Bulgaria and Brazil. While Indian Acrylics Ltd, Consolidated Fibre and Chemicals Ltd and Pasupati Acrylon Ltd had specifically agreed to participate in the investigations, Indian Petrochemicals Corporation Ltd (IPCL) and Vardhman Acrylics Ltd had supported the petition.

The FAFM had also petitioned the concerned authorities for continuance of anti-dumping duty on acrylic fibre imports from the US, South Korea and Thailand for a period of five years.

Based on the recommendations of the Designated Authority in the Commerce Ministry, the Revenue Department has now imposed a definitive anti-dumping duty of $ 0.33 per kg on all producers/exporters of acrylic fibre from the UK. Industry sources said that the Revenue Department had imposed a definitive anti-dumping duty of $0.14 per kg on all imports of acrylic fibre from Germany.

On acrylic fibre imports from Bulgaria, a definitive anti-dumping duty of $0.38 per kg has been imposed. In the case of acrylic fibre imports from Brazil, a definitive anti-dumping duty of $1.03 per kg has been imposed.
