Norms for contract farming under way

THE Centre is preparing guidelines for facilitating contract farming in the country.

Mr S. Dave, Director of Agricultural and Processed Food Products Export Development Authority (Apeda), told Business Line here on Friday that to speed up the growth of exports of horticulture and agro products from the country, particularly from agri-export zones (AEZs), a broad package of norms was being formulated by the Union Commerce Ministry through Apeda.

Mr Dave said Apeda was also working on identifying a standard model for contract farming, which could be applicable to processing units of an AEZ. Mr Dave was here in connection with a conference on promotion of AEZs in eastern and north-eastern States.

He, however, mentioned that the proposed contract farming guidelines would be recommendatory in nature and the States would have the option to adopt the guidelines and implement them for the AEZs. He further said to integrate contract farming with export operations of the processing units within an AEZ, Apeda, Nabard and Exim Bank would soon join hands to provide inter-linked services.

``The three organisations will sign a memorandum of understanding early next month to this effect. Under the proposed arrangement, Nabard is to provide concessional credit, Exim Bank will support the export promotion activity and Apeda will provide the infrastructure,'' Mr Dave said.

Earlier at the conference, jointly organised by Apeda and the Indian Chamber of Commerce, Mr Dave said the Union Commerce Ministry had requested the Finance Ministry to grant an exemption from central excise duty to AEZs.

So far, a total of 32 AEZs covering 15 States have received sanction from Apeda. It has received 6 more proposals from Assam, Arunachal Pradesh, Manipur, Nagaland and Tripura, Mr Dave said.

Apeda has set an agri export target of Rs 20,000 crore for the 10th Plan, up from Rs 10,000 crore during the 9th Plan period.
