`Serpentine' marble in EO discharge

THE Directorate General of Foreign Trade (DGFT), through a recent circular, has now clarified for the benefit of Customs as well as Regional Licensing Authorities that for the purpose of exports under the Duty Exemption Scheme, the `Serpentine' (green marble) variety should be treated as regular marble.

It is pointed out, accordingly, that the Standard Input Output Norms (SION) entry No A-1986-Handbook of Procedures-Vol 2 (Part-1) would also cover dressed serpentine block, and also that exports of this variety of marble block should also be taken into consideration for discharge of export obligation (EO) of an Advance Licence issued for Dressed Marble Block.

The difference between the two types of marble stone, in the eyes of the Customs and licensing authorities, was because under the International Trade Classification (Harmonised System) Code as well as Customs classification, regular marble is covered under the heading 25.15 whereas serpentine `green' marble is covered separately under 25.16.

As the SION entry is only for dressed marble blocks, export of the serpentine variety till now was not considered for discharge of export obligation in an AL issued for dressed marble blocks.

According to the Indian Bureau of Mines, Nagpur, petrologically and mineralogically, `marble' denotes a metamorphic rock composed essentially of calcite, dolomite or a combination of the two, and chemically, it is either pure calcium carbonate or a mixture of calcium and magnesium carbonates, but by virtue of long usage of the term by user industry worldwide, serpentines are also included.

According to the Bureau, as per the commercial classification of marble adopted by the American Society for Testing Materials (ASTM), commercial marble may also be classified, among others, as serpentine marble.
