Letters Fond hope
This refers to `PSU Chiefs: Entries and exits' (Business Line, July 16). Obviously, the government believes that the pool of Joint Secretaries, almost exclusively from the IAS, is the cornucopia of `professionalism'. This despite the overwhelming evidence, over the years, presented by the red ink blotting the books of the state PSUs which, more often than not, are headed by these fly-by-night `professionals'. Efforts in the past to form a core group of professional managers, such as the Indian Management Pool, could never succeed against the grip of the IAS on the administrative machinery and its inextricable nexus with the politicians. Will the Disinvestment Minister, Mr Arun Shourie, who knows more than anyone else how the babudom creates obstacles for implementing even Cabinet decisions, take them on? R. Sundaram
