Agricultural Institutions Nabard Kerala clocks refinance of Rs 2,411 cr Our Bureau
THIRUVANANTHAPURAM, July 12 THE cumulative refinance disbursement by the National Bank for Agriculture and Rural Development (Nabard) in Kerala stood at Rs 2,411 crore in 2001-02. This helped in capital formation to the tune of Rs 3,444 crore in the rural areas of the State, according to Mr S. Abdul Kareem, Chief General Manager, Nabard. The refinance disbursement went up from Rs 22 crore in 1982-83 to Rs 373 crore in 2001-02, registering a 16-fold increase in the last two decades. A sector-wise break-up showed that plantation and horticulture, rural non-farm segment, minor irrigation, land development and animal husbandry schemes absorbed the largest share of refinance flow into the State.The plantation and horticulture sector accounted for Rs 517 crore over the two decades, registering an annual growth rate of 14.21 per cent and a compounded growth rate of 10.5 per cent. The non-farm sector claimed a share of around 43 per cent of the refinance disbursement, reaching a peak level of Rs 210 crore in 2001-02 from a meagre Rs 4 crore in 1987-88. The annual growth rate in this sector was 50.77 per cent. In the area of minor irrigation, the refinance support from Nabard to Kerala touched Rs 29 crore last year from Rs 5 crore in 1982-83.For land development and soil and water conservation, the refinance worked out to Rs 27 crore last year. Under the allied sector, the animal husbandry schemes accounted for a total refinance of Rs 20 crore in 2001-02 as against just Rs 40 lakh two decades ago. On an average, about Rs 2.5 crore of refinance is deployed in the fisheries sector of the State. Apart from these, Nabard has been extending refinance for production credit to co-operatives and regional rural banks in Kerala. This accounted for 32 per cent of the total refinance disbursement in 2001-02. The co-operatives were sanctioned support to the extent of Rs 105.43 crore during the year, while the relative assistance to RRBs was Rs 221.20 crore. Under the Rural Infrastructure Development Fund (RIDF) managed by Nabard, Kerala has so far been sanctioned assistance to the tune of Rs 859.44 crore against 1,601 projects. The sectors covered are minor and medium irrigation, soil and water conservation, drainage, flood protection, reclamation, inland navigation, roads, bridges, tourism road projects and construction of rural market yards. A total of 803 projects have been completed so far in different sectors in the State. An additional area of 60,800 hectares has already benefited from the irrigation projects with the resultant improvement in production and productivity. Similarly, more than 20,000 hectares has been the beneficiary of soil and water conservation projects. The Public Works Department of the State Government has completed 232 km of 551 km of roads sanctioned. Besides, the block panchayats have completed 309 km of the 1,039 km of roads sanctioned.
