Railways tangle

What the people in Bihar, Jharkhand, Karnataka, Madhya Pradesh, Orissa and Rajasthan need are railway lines, not the creation of zonal railway headquarters. The former will accelerate economic development, not the latter.

Creating new zones will only mean creating new layers of administration, adding to heavy costs. Already, a bulk of the revenue goes towards administrative expenditure.

Instead of diverting scarce resources towards laying new railway lines in these States and overcoming private transport lobbies, the Government's haste in going ahead with creation of new zones and divisions shows that its professed objective to reduce administrative expenditure is skin deep.
