Manpower council, emigrants' fund get Cabinet nod

NEW DELHI, June 19
THE Government has decided to amend the Emigration Act, 1983 to facilitate the setting up of a Central Manpower Export Promotion Council and an Indian Overseas Workers' Welfare Fund (IOWWF). The proposal was cleared at the meeting of the Union Cabinet here on Tuesday.
The 18-member council, headquartered in New Delhi and headed by the Union Labour Minister, will provide career counselling to workers intending to emigrate abroad for contractual employment and will also administer the IOWWF.
The proposed fund would be utilised to help overseas Indian workers in distress, including their repatriation in the event of being stranded in foreign countries and for transportation of their mortal remains in the event of death in alien lands. The fund will also be used to provide compensation to workers suffering partial or permanent disablement due to injuries suffered in the course of their employment with the foreign employer. The benefits would be available to all workers who contribute to the fund.
