Forward-looking farm policy

In the article "Two nations, two agricultures" (Business Line, May 8), the author suggests that the ready-for-clearance US farm bill should be made compulsory reading for Indian policy-makers.

Why reading only? Why are the Agricultural Policy documents left to lapse again and again? Why not now take a fresh initiative in restructuring the subsidy regime to help the farmers and to implement a new forward-looking policy?
